it says "that model CAN have one of the following relics"... Kinda confused with the wording, does that mean that i get to take the relic for free with the stratagem or do i have to spend an extra command point to take it with prizes of the dark city?

The strat allows you to give the Hekatrix one of the specified relics. No further strats needed.
