Urien Rakarths and bonus pain tokens

A simple question, really. Do the D3 units given bonus pain tokens by Urien Rakarth's Father of Pain rule have to be on the board at the start of the game, or can I give the tokens to units in reserve as well?

I can't see why you can't give them to units in reserve. The rule doesn't say you can't.

No stipulation on range or anything, just pick D3 units and plonk 'em down. Thus, it's legal to put them on things held in Reserve.

As could be looked at as a precedence set forth by the grey knights "grand strategy" ability, they also pick d3 units and give special rules. As long as it makes no mention of units "in play" or whatever, you're golden to give them to anyone.
