Can we upgrade the footslogger units to having dedicated transports? If not, I can't see this working out too well.

I assume the footslogger units you're talking about are those like wyches and warriors? If so, then yes, as written in their codex entries. Then there are others, like mandrakes, who can't take dedicated transports, as there aren't any such mentioned in their codex entries.

Keep in mind, we have a limitation that the unit size must be less than or equal to the transport capacity in order to purchase it.
