Yes it's mostly plasticard, the gem can be obtained through various ways, I get gems through children's fake jewelry. Basically at the toy section of some toy stores :p. Some spikes and scythers from from out raiders/ravagers adn some from the reavers hellions also have enough scythes.

I admit it's pretty cool. I've always wanted to make a whole table of Commoragh terrian, however I've got no time, being busy on my numerous armies.
