850 points of Eldar,Tournament use with restrictions

Hi guys
I'll be having a 850 points tournament 2 weeks from now.The restrictions are:
No unit wound more than 4
No vehicle with AV more than 34 in total
No flyer
No Artifacts
Max 2 Reserve units
No Fortifications
No special character
Max Psyker mastery level is 2
If you have the option to take flying monsterous creature, you can only have them in glide mode and not swooping

FOC:
HQ - max 25% points from 850(so that means 212 points)
Elite - max 25% points from 850(so that means 212 points)
Fast Attack - max 25% points from 850(so that means 212 points)
Heavy - max 25% points from 850(so that means 212 points)
Max 2 Dedicated transport unit

With these restrictions I could not bring serpent spam,so only 2 wave serpents.

Ok so here is a few things about the list,
Q:Why bring Shuriken cannon to the Serpents?
A: Because in the last 2 tournaments I had my victories and defeats because I deactivate my serpent shield,So I think using shuriken cannon as substitute in shooting phase will be a great idea

Q:Why do you use a combination of Scatter laser and Bright Lance? It's MADNESS!!!
A:The Scatter laser will give re-rolls to the Bright lance so it will allow more chances to hit vehicles or heavy infantries,plus giving Scatter laser is also a good option to pop some infantry.

Q:Why don't you bring farseer with jetbikes?
A: The tournament organizer won't allow that.Farseer is Psyker mastery level 3 and the rules (restriction) only allow Psykers with mastery level 2
