I am pretty sure there is no more flat-outing in this edition. The closest I think we could come to blocking with raiders would be using Enhanced Aethersails Stratagem. Could still be viable, but probably does not have as much range as how the old mechanic worked.

You just advance with veichles as well as with other units. If some unit has any advace special rule it is proper of the unit itself (see Reavers).

This post is for 7th, some ideas might still work, but you need to read the 8th rule book and talk about 8th tactics in new posts.
