Creating paint from pigment...what type of medium to use?

Ok so I've got some Pearl Ex pigment, they're lovely and shinny and perfect to do the shimmering dress of an upcoming project only thing is it's a pigment so its in powder form. I need an Acrylic Medium to make the paint but there are so many out there for a fist timer like me it boggles the mind. Has anyone done this sort of thing before? What type of Acrylic medium should I use?

I like Vallejo's, and even if it's not quite right you can blend retarders and other medium blends in on the pallet to make it your ideal. That said please note that make paint from pigment is NOT for beginners and will definitely be a process of trial and error.
