2000 Points Pure Dark Eldar

I'm new to the forum and looking for some feedback on this army list. Firstly should I be able to hold my own if I take this list to a tournament? Secondly is this a reasonable list to use in a casual gaming environment? Thirdly what changes if any would you reccomend I make?

I'm far fom an advance player but in the Dark eldar battle reports I have seen, usually poeple run scouads of 10 kabalite warriors with splinter cannon inside a raider with a splinter racks. that way those units become really good at dealing with infantry (15 shots to 24 shots 3+/4+ rerolling to hit ) and by doing so, you would still have 21 dark lance weapons while having the capabilities of dealing with big blops of infantry.
