True but the same goes for enemies who get command points back on a 5+ try using it then.
They spend a few command points probably get 1 back and then get their command points back as well, while you still probably lose around 2 (losing 3 but probably gaining 1 because 4-6 command points were spend and you roll to get them back).
It becomes even worse if they also can get command points back when you use stratagems.

Yep but they doesn't have "Agents of Vect". It's the combination that I find pretty powerful
