Yes and no, if they have mass S5 and S6 attacks then no, a T7 talos will be wounded on 5+ over 3+ or 4+ and has a 4+ instead of a 5+

Take HB's for example, my SoB army has 24 HB's

24 HB's (72 S5, -1ap 1D) vs Talos
w/ Re-roll 1's to hit: 7.78 wounds
w/o Re-roll 1's to hit: 6.67 wounds

24 HB's (72 S5, -1ap 1D) vs Raider
w/ Re-roll 1's to hit: 15.56 wounds
w/o Re-roll 1's to hit: 13.33 wounds

As you can see 240pts of HB's has a good chance to kill 1 Talos, and also a chance not to, but the Raider doesnt stand a chance. If they had loads of Plasma that are over charging, or Lascannons, etc... then thats a different story

They are stronger to Small arms for sure.
