Pretty standard by the looks of it. Only big change is that poisoned weapons that previously added to the wound roll (i.e. Venom Blade) now just flat wound on a 2+. Off the top of my head, the only unit this really affects if the Lhamean, who no longer has 4+ mortal wounds on her attacks. Not that it matters, useless Court of the Archon is still useless.

Mmm...I was thinking....because of FaQ any MODIFIERS that affect the veichle, affect the passengers as well while shooting. But does it triggers weird ways of shooting? Few Examples: -Flayed Skull stratagem. If I cast it on a FL Raider, did.embarked units get +1 to hit to enemy FLY units too? -Test of Skill is a +1 to wound. In 9th it is a modifier. If my Raider shoot into a veichle getting this +1, does embarked units shoot at veichles with +1 too? Like Kabals into ToS Raiders? -Dark Tecnomancers. Ok that's super weird and I don't think it works because it is an activable buff that affect the weapons themselves......right? and so on.
I mean because of that FaQ, do we get some weird interactions because poor writing?

I mean, the Flayed Skull stratagem is how it was meant to be played in 8th as well (I think, since it never got properly FAQed).
I hadn't considered the ToS or DT situations though. I don't think DT will apply because that affects weapons and not the model overall, but Test of Skill should work. A Tantalus filled with Haywire Scourges would be an extremely interesting (if expensive) option...

Kabalites in a ToS Raider does sound good. The potential for up to 5 darklight shots at S8, +1 to wound...

Flayed Skull stratagem definitely works on people inside.
DT and ToS though... It's an interesting idea I'd never really thought of.
RAW, it's "when they do so (shooting) any restrictions or modifiers that apply to the model also apply to its passengers". As it is there, I'd honestly say that yes, they're both modifiers that apply to the model. Then of course comes the debate on whether the mortal wounds from DT is a restriction and is also carried over. And for the really 'rule-lawyery', whether the target required for the modifier is a restriction.

TLDR: applying obsession modifiers on non obsession models is a pipe dream.
I would think that they were thinking about Falling Back and Modifiers because of moving. Yet modifiers could be inferred by things like Psychic Powers, which we lack.
For all the modifier from obsessions: Flayed Skull, ToS and DT: it stipulates that it applies to models with the obsession, which is clearly no shooting restriction of modifier.
So I would say that you are not bending the rules, you are simply not reading them fully. The obsessions are meant to boost models in a detachment with said obsession, not merely embarked in a model with said obsession.

Again, meant vs what is actually written. Open-Topped is not conferring the rule, only the modifier.

Hello everyone. I haven't been there for a long time and I was wondering how DE are doing in the beginning of 9th ed. So I took my codex and reviewed the FAQ.
Maybe it was already discussed somewhere else, but as far as I understand, FLY vehicles can no longer fall back and shoot.
When I read the FAQ on Open-topped transport:
*Page 105 – Raider and Venom, Open-topped Change the third sentence to read: ‘When they do so, any restrictions or modifiers that apply to this model also apply to its passengers.’ Add the following: ‘While this transport is within Engagement Range of any enemy units, embarked units cannot shoot, except with any Pistols they are equipped with.
Does the last sentence in the codex still apply? "Note that the passengers cannot shoot if this model falls back, even though the raider/venom itself can". I think no, but nowhere in the FAQ it is said to delete this sentence. I know it is a bit RAW vs RAI...

Personally I will not be firing with embarked models after a transport falls back. I believe that is both the RAW and RAI.
My $0.02 anyway

Correct, it is a major change in 9th from 9th, no once can fallback and shoot unless that unit has a rule that says so.
