Cult of Strife: The Spectacle of Murder (Restricted)?

I saw this list posted for a tourny on 10/2/21 . I didn't copy whole list. The part I'm trying to understand is why does it say (restricted) behind the obsession? I just got back to playing and have only played one 9ed game. Starting to build lists and don't want to confuse myself.

Its for the Cult of Strife suppliment.

The Restricted part comes from the CoS getting access to extra strats, etc when it has its own Detatchment (AKA Patrol). You can still take them as part of a RSR, but you lose access to the Strats (and possibly the Relics/Warlord Traits, its pretty complicated and I dont recall the exact restrictions).

Long story short, you use the Restricted version if your running a Patrol of CoS

I think, its only restricted, when you use the extra goodies from the 'Book of Rust'.

Ok here's a dumb question to show how long I've been out. What is the book of rust? And why would it only be restricted there. The restricted and non restricted both have the exact same wording so what is restricted about it? Where do I find the restrictions? In the book of rust?

The book of rust is a supplement with lots of extra goodies for Cult of Strife.
New Relics, WL-Traits and Stratagems.

Yes, find yourself a Book of Rust if you plan on playing any Cult units.

Cults are already the best part of the DE codex (IMHO), and the Book of Rust just dials that up to 11.

More Relics/Warlord trait combos if you want multiple Succubi

Amazing Stratagems like:
-Infantry ignore Overwatch for 1CP
-Infantry re-roll all wound rolls for 2CP
-Infantry walk thru enemy models and terrain like they have FLY for 1CP
-Infantry get an extra AP in combat for 2CP
-Second "fall back and shoot/charge" strat for 2CP
