Ive read the rules on the above and still don't quite understand how they work, could someone explain this to me like I'm a two year old please? Can Raiders and Venoms do it too? I guess not.. Thanks

In the shooting phase when reavers turbo boost, if they move over an enemy infantry unit each bike does D3 S4 AP - hits automatically. Can only be one unit, and the must have moved over them.

As above plus raiders and venoms can if you buy the right upgrade.

So its just a matter of flying over an enemy unit? do they have to forgo shooting their on board weapons?

yes, as you are turbo-boosting (which is done instead of shooting)
