So, do Pedro's scoring Sternguard still score if taken as desperate allies?

No, for the same reason Tactical Marines would also be non-scoring. It doesn't matter if they had the ability to score or to deny or if they didn't - being desperate allies denies them that ability regardless.

Figured something like that. Worth asking though.

Interestingly though, Inquisitorial Henchmen Warbands taken by Coteaz in an allied Inquisitor detachment are still scoring even if desperate allies.

Normally Henchmen are scoring only if the Inq are your primary detachment. I think the intent was that Coteaz allows them to be scoring even if the Inq are allies. But that's not what they wrote so we are free to get 3 extra scoring units plus one of the best HQ's in the game
