Am I allowed to pick drugs for some units and roll for others?
Could I choose to, for example, give +1A to a Succubus, +1S to a unit of Wyches, and then roll drugs for 3 units of Reavers?

As best as I can interpret there's no problem with that. Just make sure you pick everything you want before rolling so you don't lock yourself out.
My justification is that it's worded almost identically to admech canticles and everyone I've seen picks turn one then rolls for the rest of the game typically.

This has been debated endlessly but personally I don't see any problem as the wording is written on a per unit basis.
