In a game i have recently played the Astra Militarum player was using 2 heavy weapon squads has his mandatory troop requirement. Is this legal? Do you have to take an infantry platoon to gain access to these squads?

You most definitely need the platoon command section and 2 infantry squads minimum to get access to the heavy weapon teams

As Massaen says, you MUST have a Platoon Command and two Infantry Squads. This guy you played was doing it wrong.

It's worse than that. One Infantry Platoon contains the following:
1 PCS 2-5 IS 0-5 HWS 0-3 SWS 0-1 Conscripts
And is a SINGLE Troops choice. As a Guard player the minimum Troop model count available to you (in a standard AM CAD) is 20 (2x Veteran Squads).
