Heamonculus and Urien cannot take Diabolical Playthings?

The Coven supplement states 'any model that can select Artefacts of Cruelty can instead select Diabolical Playthings.'

Heamonculi cannot select Artefacts of Cruelty.  Urien comes with a unique Artefact but he cannot "select" them from the Artefact list.

This means that no model can select DPs as the only HQs allowed in the Coven formations are Urien and Heamonculi.

Is this correct the correct interpretation of the rules as written?

Correct that Urien cannot, as he has a set equipment list, but Haemonculi can. Under their options it states: "May take items from the Weapons of Torture, Tools of Torment and/or Artefacts of Cruelty lists."

Given Artefacts are only available to HQs, it would be irrelevant to even mention them if Haemonculi didn't have access to them.

The epub has been updated since the initial release to the best of my knowledge for the core book as well.

As I have the original epub version and it is not in the FAQ I did not know. Thanks!

My version of the DE Codex has an omission, in that it says:

May take items from the Weapons of Torture, Tools of Torment and/or lists

I always assumed it was the Artefacts list that was omitted but it's nice to have it confirmed.
