Runes of battle might not be terrible for the primaris, with the possibility of getting horrify or something. I'd probably roll 1 on telepathy - if it's good, keep it and roll a second one on telepathy for shriek. If it wasn't good, take shriek and roll the other one on battle. This way you have some degree of certainty that, worst case scenario, you get shriek and conceal/reveal.
Alternatively, there IS merit to rolling both on telepathy, since you get an extra power, and a several work well in a freakshow list.
