Correct it will be how one gets command points, and i heard listening to a podcast recently that to have access to faction specific stratagems you will have to have to have all the units in the FOC match keywords. For example if you are running IG and SM you will get imperium stratagems and if you were running only SM you would get Imperium stratagems and stratagems specifoc for your space marine chapter(assuming its one chapter) However I'm not sure if thats how it will actually work or if that was just rumor.
