I question the Urien inclusion, just as you appear to. He's pretty pricey for a negligible gain in...well, anything. I would even go so far as to suggest that with the Crucibles - Urien is almost a downgrade from a regular Haem. I think those points could find more use in the core list.

I don't think Hex Rifles are worth it, and would suggest that Wracks are our worst Troop choice, that said they do combo well with the Haems, so if you're going Haem it might still be worth it.

I don't think lances are particularly worth it on Scourges as compared to a Blaster. Yeah, it's less damage, but you're much more accurate and can move around freely after the deep strike. If you want to sit and snipe with lances just take some Trueborn - Scourges should be mobile.

Man, I'd love to see you free up points just to lob 5 Warriors and a Blaster into each for a solid upgrade in threat for very minor points.
I would strip all the guns from the Wracks and Urien out of the list. Let the Wracks be the screening/counterassault/objective squatters that they're supposed to be - people will still shoot at the boats anyway.
With those drops you get a lot of points to play with, that could easily buy you Warriors with Blasters or a Ravager - all of which would bring far more shooting threat than the Wrack's pew-pew. I personally would tend to favor the Warriors, but it's not like +1 Ravager is ever a bad idea.
If you have the model, also test out the Razorwing, it has less ability for an OMG GAME WIN! moment than a Voidraven does, but it is assuredly more of a steady performer, and also costs less, so in the long run for TAC it is a far superior vehicle that will more reliably aid your army. It also costs equivalent to a lance Ravager and as long as you work split fire you'll see some very close parallels in how it helps your army.
