| Can a Warlock council start off a game in a dedicated transport? And if so why can't the harlequins?
I tend to just put units that it says may take a transport.

| Neither warlock councils nor harlequins have a dedicated transport option so they cannot start the game in one. They can hijack someone else's but cannot start the game in it. They could ride in a Falcon though, as it's not a dedicated transport. | |

| The only unit that can start a game in a dedicated transport is the unit it's purchased with.
Nothing stops a unit starting the game in any other vehicle with transport capacity. And nothing stops them from simply boarding on the first turn either.
