The fluff is a bit in stge with this army, but i've thinked something like this: Tartost planetary defence militia is an IRA Alike hive-city gang which has sworn to protect the planet with all cost. They made a deal with the Imperials to be partners in all regards. Then the Imperials declared Captain Winston to be a heretic, for no reason. They gave the PDM A order to bomb theyr own city down, but they did not agree. So the imperials started to bomb them in time of a ork invasion. They waved the "white flag" To the orks and made a deal. They would be the orks battlebrothers ehm* "slaves", to get protection from orks. They all had to take a white hand stamp on theyre shoulderpad, except Winston who kept his honour in fighting a glorius Hand to hand battle with Grimskull himself.
