750 tournament no name characters, flyers, or armor 14 vehicals, one choice from each HQ, Elites, Fast, and Heavy support

I have two lists in mind one focuses around out ranging the enemy or taking out long range fire power very early, the other relies on supported assualt. 750 pt.

I don't think either of those lists are going to outrange anyone. The furthest "away" anything is getting is the NS Ravager, and that's only 42".
I'd go with the second one, seems like it could deal with more. But that's me, I've 0 experience using tiny squads of Wracks. Seems a fairly popular choice though, so I guess if you know what you're doing, hit it!
Does the title of your post mean you need a Fast choice? I'm assuming not ha, but that would be a terrible thing to overlook.

At such low points and with the restrictions to the armies I actually can out range most opponets when I have night shields, esp tau. The wracks are there just to get the venoms, capture late game objectives or hit in force on one lone target on an objective i need to clear. As far as the title its up to one fast, heavy, and elite choice.

I am playing around with the idea of swapping out one warrior blaster squad for 3 true born with 2 splinter cannons to increase my range and follow the theme.
