850 points of Dark Eldar,Tournament use with rules

Hi guys
My local store will be having a 850 points tournament with rules,
No unit wound more than 4
No vehicle with AV more than 34 in total
No flyer
No Artifacts
Max 2 Reserve units
No Fortifications
No special character
Max Psyker mastery level is 2
If you have the option to take flying monsterous creature, you can only have them in glide mode and not swooping

FOC:
HQ - max 25% points from 850(so that means 212 points)
Elite - max 25% points from 850(so that means 212 points)
Fast Attack - max 25% points from 850(so that means 212 points)
Heavy - max 25% points from 850(so that means 212 points)
Max 2 Dedicated transport unit

With these rules I'm very sure that my transports are very limited and I can't close in with my opponents quickly.
So here is a list that I made.

I originally plan to play with Eldars but since the Tournament is 1 month from now I think I could speed up my Dark Eldars,and Eldars are too cheese for me to have fun in tournaments.
I know the rules are brutal,I had to spin my head right round about this list and kindda confuse on which wargear/unit to add
