I haven't seen anyone bring this up, so I'm starting to question my connection to reality.
It seems like they intended to write "a building's fire point or a non-Open-topped vehicle"... because, well, one of these things is not like the other.
Otherwise, they really screwed the pooch on naming. Some alternative suggestions for the name of the rule: 'Literally All The Escapes', or 'Not No Escape', or possibly 'Catching Some Rays And Didn't Notice That Guy With The Flamer'.
Edit: Also, I'm curious just what it is that makes a regular vehicle with fire points so different from a building...
