Yes it is. To the point of being effectively impossible (since Interceptor is likely on things like Riptides).

With that said, Interceptor is a Support System and therefore prevents a Broadside (for example) from also having a Target Lock or any other system. And the Riptide only gets two Support Systems itself. So the Tau have a very substantial opportunity cost for loading up everything with Early Warning Overrides.

It may also be possible to lock up their Interceptor units in melee, thus preventing them from shooting at all. This isn't guaranteed. There will be a lot of variables to work through in any particular game, of course. But if you're can pull it off, more power to you--and more slaves to Commoragh!

Back onto the main topic.
One way to use the Leadership bomb tactic is to play it up to your opponent. Make your opponent so scared of it that he makes mistakes in deployment. If he spreads his forces out to avoid heavy losses, then it is even easier to pick your fights.

Not sure why anyone would want a Target Lock on a Riptide though. Seems a bit of a waste on a model that is usually solo or occasionally has 2 extremely overpriced drones.
