Every competitive game has that, though. M:tG, Clix, the various anime card games: they all have additional rules that apply in tournaments, including banned and restricted lists, above and beyond the "rules as written."
Within those confines, do people make huge WAAC lists? Of course. But they're more reasonable than what the same shlubs would do with no restrictions.
Expecting everyone in a competitive setting (with money on the line) not to compete to the utmost, garnering every advantage they can, is more pie-in-the-sky than thinking an independent body can create some approximation of balance.
