Say if I had an Archon of the Black Heart next to a unit of kabalites who are part of the obsidian rose will the overlord reroll 1s for hit rolls still effect kabalites although they are in a different Kabal?

No. The Overlord ability applies to <KABAL> units. So if the Warlord is Black Heart then it only applies to Black Heart units.
