Is the vexator mask actually an aura?  I say no.     you have to pick a specific target within a specific range.  

It is therefore more of a weapon (which is usable from inside the venom)

Under Transports:
"Unless specified otherwise, abilities that affect other units within a certain range have no effect whilst the unit that has the ability is embarked."

I fear, aura or not, the Vexator Mask does affect units within a certain range and does not specify that it can work from atop a transport.

It is also not a weapon, but gear.
