Kabalites are -1 to hit if they moved and are +1 bs if they did not Wyches are ALWAYS -1 to hit Wracks get 2 wounds.

Not sure if I believe this, but would explain the current costing of Kabalites.
Wracks at 2W would be nuts. That is hard to believe. But it would fit with the fluff, Wracks are at least as tough as a Marine.

taking the lore in consideration, Wracks SHOULD have 2 wounds knowing that they take the frail body of a dark eldar to boost it in every imaginable ways....the 2 wounds reflect the gain in size IMO. Grotesque too should receive a buff in this matter.
As for the Wyches and Kabalite, i would love it, as i think it reflect decently the way they fight without breaking the game.

Kabalites need a 4+ armor save. I won't be convinced they should have the same save as Guardsmen while wearing head to toe armor.

Not entirely unlikely, but it doesn't exactly look like something GW would do. However, I'm still stuck in the 8th edition mentality and I think when it comes to the rules of 9th all bets are off.
Wracks with 2 wounds sound pretty plausible, but I'm afraid that's not going to help a ton. In the upcoming meta, I fully expect each list to host as much D2 weapons as possible which will make Wracks a prime target.
The Kabalite rules sound wacky and don't synergize at all with our transports. So, it is a thing GW just might do.
The -1 to hit doesn't help Wyches deal with overwatch and it strikes me more as an ability for Harlequinns, but sure I'll take it? It might actually even make them worthwhile.
Anyway, does anyone remember the "leaked" 4chan rules during 7th edition? The ones that presumable gave Dark Light weapons the "Blind" rule and Wyches got "Rending against Blinded targets"? Sounds like that all over again.

I like the -1 to hit for wyches (if true) as the 4++ in cc only just never felt like it was enough to show how agile wyches are in the lore

I'm willing to believe that the Kabalite rules are true. Mostly because they're exactly the sort of terribly-thought-out rules I'd expect from GW.
+1BS when they don't move. Oh whoopee! When I started Dark Eldar, it was obviously because I wanted to play an immobile gunline.
Though even if it was on all the time, it still wouldn't make up for how crap Splinter weapons are.
Also, -1 to hit when moving, awesome! Just two minor problems: 1) -1 to hit is utter trash this edition and basically just translates to a free move (for Heavy weapons) or free Advance move (for everything else). 2) Kabalites are supposed to be zipping around in fast transports, and this rule does absolutely nothing to help with that (since your opponent will be shooting their transport, not the Kabalites themselves).

I hope they find a rule to actually make the difficulty of hitting the Drukhari from the fluff into a rule.
But with the cap of +/-1 it wouldn't really matter overall. Unless there was an army wide the opposing army treats their BS as 1 lower and we receive a -1 to be hit in addition to that.

GW has certainly made some bizarre decisions with DE in recent years. One need only look at the new obsessions in PA. Most of the Kabal ones were boosts to melee whilst the best shooting comes from Covens and for some reason a Wych obsession works best on flyers!
