So, i was Reading the Psychic powers section of the book and noticed that blessings, conjurations and maledictions are manifested at the start of the movement phase.... So before moving the psycher. But does that meen that i cant move the psycher after "casting" the power?

you can move after casting the power. There is nothing that says you cant.
