I've seen several people on the web saying that the psychic powers included in the Eldar codex can't be used on DE units. However, I cannot find anything specifying that in the Eldar codex, and the rule book says psychic powers work the same on battle brothers. Somebody enlighten me please?

this was the case in the 4th ed codex, as the rules for them specified Eldar Units. It is not so in the 6th ed Codex, as it just specifies unit. As long as they are Battle Brothers (which they are) then you can cast them with blessings that target a unit.

As long as it's the 6th edition version you are using, yes.
