Please enlighten me on how to beat necrons? So many players out there with that army its crazy.

And is there an HQ out there that improve or reroll on reserves? I believe in the RB FAQ it is saying that I cannot use my farseer allies to improve it (from divination)

No, I don't believe there are any Dark Eldar HQs that help with reserves. That said I do think the Diviniation power Scrier's Gaze can help with reserves rolls even if the psyker is an ally. It's just stuff like the Autarch or Astropath's +1 to reserves rolls that doesn't work. Still you can't be sure you'll get that power so in the end you're a bit limited on options. You could get an Aegis Defense Line with a Com Relay but honestly I think the best answer is just not to have reserves if you can help it. They just add another spot where bad luck can hurt your chances of winning and really don't bring much benefit in exchange.

Regarding Necrons, the normal Dark Eldar army works (lots of Venoms/Ravagers) it's more a matter of correct target selection and concentrating fire in the right places so that the necrons can't get back up/you take out the most threatening stuff first.

Dark Eldar in 6th has become somewhat of an all-comers army, you can bring the same tools to different jobs but apply them differently depending on the situation at hand

although ive not played him yet their is a crone player that runs 1 of the big gun plat form things, 2 of the spider looking things that twin link all his weapons if they fire at the same target, 2 arks with the warriors on board, not sure what else but he wipes everyone off the table within 3 turns, should i take out the spider type things that twin link his fire power or the big gun first?

Without knowing the rest of his army it's hard to say but taking out the Triarch Stalkers (spider-type things) first is probably a good idea as they are good force multipliers for the rest of the army. It has Quantum Shielding so it's AV13 on front and side until the first penetrating hit so hit it from behind if you can.

I think this was addressed somewhere but I can't find it at the moment and can't remember which way it went.

EDIT- Quick Google on the subject and it seems that lances do indeed work vs QS as 6e specifies the order in which modifiers are applied. You add the +2AV from QS first and then lance sets the AV to 12. Makes it slightly easier to deal with Necron vehicles. Thank Vect they don't have QS on their flyers!!

On page 7 of the FAQ it says..

Q: Do modifiers that apply to such things as reserve rolls, apply to units from allied detachment?
A: No.

I suppose you maybe correct since Scryer's Gaze is a spell and not a modifier. This will be very very helpful when I attach my farseer as an allie.

Anyone else agree?

Scryers Gaze doesn't even really modify your reserve rolls (unlike, say, the Autarch's ability, it doesn't add anything to your roll), it merely lets you roll multiple dice and pick the one you want. The score on each die is still unmodified.

as much as I want that to be true on page 5 it states that there are dice modifiers, scryer's is a modifier to reserves so one cannot use it if using on allies. I really need that to work though so I would love it if you have better proof or an example so Im not called a cheater or lier in the middle of a game.

Thing is, Scrier's gaze isn't a modifier, according to the page you just quoted. The paragraph talks about adding, subtracting, multiplying and rolling several dice together (eg 2D6, to give a result between 2 and 12), but doesn't say anything about rolling multiple dice and choosing one. It is a grey area though, because it is very like a modifier, even if it is not one.
