Do you think this will make them more viable?

Depends on what else they get. If they stay T3, no armor troops with 1A no point reduction in the world will make them good. Also as they are Fast Attack forever now they do not get objective secured either. Wasn't a fan before... probably won't be a fan if it is only the reduction in points.
Space Marine Assault squads are not the best troops around either but bring T4, HoW and 3+ save to the table. Dont expect Hellions to compete with that. And if they can't compete with a sub par unit...

Well if the combat drugs rumours are true that might lift them to s6 on the charge with the right PFP combo. Means they would be decent tank hunters if kept in reserve.

According to the same rules they could also end up with I7 or BF5
