That would be quite hilarious, but even Orks have trained to at least point and fire...or attempted it enough, some Conscripts have never fired a weapon so I would argue they would be

Swarm/Blob Special Rule: Every time a unit with more than 20 models shoots for any reason, all rolls of a 1 count as them shooting one of their squad in the back! Roll to wound and follow the normal shooting rules for all 1's against your own squad
