A real mixed bag here then.
Very confused about so many weapons becoming heavy. HQ melee weapons have lame profiles. Luckily the Djinn Blade looks good. Court being a unit means no more cheap action monkeys. Archons not buffing ravagers is a shame but expected. Losing 4+ mortals on haywire is a big loss but maybe the other stats make up for it...?
Transport capacity is great! Dark lances at 3+D3 is awesome. Trueborn! Bloodbrides! I like the master HQs. 6” consolidate in any direction seems nuts. Splinter racks for more dakka is cool. D3 for Talos is sweet. A way for archons to buff mercs is nice.
Still waiting for the reason hellions are 17 points. Still waiting for Kabalite weapon options. Still waiting for obsessions and secondary objectives and strats.

Look at the top with what each is armed with. then at the bottom where the keywords are. The info box has the plasma grenade stats, so I assume that is the correct one unless there is a rule we are missing here.

Doesn't look like we hit a new power spike, but some of our biggest pain points were addressed (master HQs, transport capacity).
I really wonder what they were thinking with the Haywire Blaster. Now, they bring less mortal to the table but are slightly better against things like a Rhino. But that doesn't matter because the Dark Lance is a substantially better anti-tank weapon (note: I'm not complaining, this is why I magnetize everything).
Really, for our weaponry the biggest gamechanger are Dark Lances. D3+3 damage is just so damn good. We still want many Disintegrators in our army, but now we want to stockpile on Darklight as well. And despite losing rerolls, Shredders are one of our best anti-horde weapons. Blasters have lost a lot of value.
Anyway, Scourges really want to be played in a Realspace Raiders detachment for rerolling 1s. They could have a good role at bringing more darklight and Shredders to the table. And I don't understand the hype for Heat Lances: Their expected damage is 10% higher than a Lance but they only have half the range.
There are enough things that perplex me, such as BH and GWs insistence on melee focus on everything. Overall, this seems like a fine adjustment for 9th edition with some nice gems as well. But "best codex ever" and "reworked from the ground up?" Oh please.

Don't think its a type. Seems like Plasma Grenades is a weapon, while Haywire Grenades will be some kind of special rule.

Also, haywire blasters are blast weapons.. so they're for shooting vehicles... and for hordes of light infantry.
I wonder if the haywire grenade keyword actually means that the unit is able to use some type of haywire grenade strat/ability that is listed elsewhere in the codex.

im really curious to see if our flyers got any kind of buffs cause they suck right now... Guess my playstyle of gunboat/flyer lists with additional deep strike scourge support are history i was never too keen on cc heavy lists but seems like i have no choice anymore :/... Waiting to see if maybe some obsessions can buff ranged combat to some degree but i see my hopes fading tbh...

I just want to say that while I'm grateful for the rules, it's clear that whoever is posting does not play Dark Eldar. Reasoning: Still don't have Obsessions, all USRs or army-wide rules.
That would be like spoiling Necron rumors with Reanimation Protocols.

An it still is unsure if the Master - upgrades are payed for with points or cp, marine upgrades are bought with points and in a different section in the codex, necron upgrades as well, except for the Phaeron upgrade (which is close to master archon), that you have to spend 2 cp on

Cult of Strife: Always fight first, +1" to charges against non-locked-on-melee enemy units WL Trait: natural 6s to hit scores 2 hits. Relic: +random drug every round. Can be doubled. Stratagem: 2CP fight twice of shoot twice (this sounds weird without a trigger effect...I guess something is missing).
Cult of Cursed Blade: +1 SR, and any 6s rolls on 6++, in melee, dish out 1 MW at the end of the combat. WL Trait: same as above, but dish on 4+ Relic: same as now, but D3+3 MW on a 2+ success. Stratagem: 1CP, Overwatch with 5 Plasma Greneades. Greneades becomes poisoned (2) for the overwatch.

Raiders are still M14, with no auto-advance. They also can only carry heavy weapons now, so no more advance and shoot for them.
They not only decided to maintain the Raider as the slowest Eldar skimmer, but made it de-facto slower.

Nothing right now tells me that it's points. It's going to be CP, for how much CP, unsure.

I am doubting this. I had read elsewhere that Cult of Strife ability is "reroll 1's to hit" But, you never know

It's true, but it's not on the datasheets for the units nor in the back of the book for the points. On the GW website, it does say points, but unsure.
I'm willing to stake a bet unless someone can show me a time GW said the same and has points randomly somewhere else not on the units or in the back of the book.

Yeah those upgrades are usually in a serparate section that comes before the datasheets
